Academic freedom is enshrined in the German constitution - however, the legal requirements of export control also set limits for scientists, namely when it comes to the transfer of sensitive goods or sensitive know-how abroad or to foreign persons. Export control restrictions may apply, for example, to international research collaborations, business trips, exports of scientific equipment, the development of new technologies, and the recruitment of or collaboration with foreign guest scientists.
